TWBR · HISTORICAL STARTING POINT

How the framework took shape.

Four selected official milestones from enactment through designated-placement certification rules. This is a starting collection, not a complete archive of every amendment, case or enforcement action.

Historical sources explain what happened at a point in time. They may include superseded rates, forms, transition periods or requirements. Use the current-reference toolkit before making operational decisions.

BEFORE 2023 AND BEYOND

Build context without blurring the dates.

Earlier wage, leave, discrimination and workplace-safety material can be added as background when relevant. It must not be presented as a TWBR obligation before that provision took effect. Later decisions, amendments and agency guidance should be connected to the topic they change.

Current archive scope: selected 2023 and 2024 milestones, plus separately labeled recent reporting and reference guides. No claim of complete pre-2023, court-docket or enforcement coverage.
